Approved; the connection franchise is granted but not yet in effect. The Planning Commission approved the Conditional Use Permit on 2026-01-14 (CEQA-exempt under Guidelines Section 15183, for projects consistent with a community plan); the city's permit portal shows the permit (CP24-015) issued that day and expiring 2028-01-14. The Council set the franchise hearing on 2026-08-11, deferred it from 2026-08-25, and on 2026-09-01 held the public hearing, authorized negotiating a Community Benefit Agreement (Resolution RES2026-283) and passed Ordinance 31349 for publication (10-0-1). On 2026-09-15 the Council adopted Ordinance 31349 (11-0-0), granting a franchise for electric lines in public streets to the substation, according to the Council's DRAFT minutes. The franchise takes effect only when Tokay signs the Community Benefit Agreement.
